Rivermen Statutes of Council

Council mission: To achieve complete autonomy for the Rivermen Community.

Council's responsibilities: Speak on behalf of the community, initiate and lead discussions on issues in the community. The council is responsible to the community, every member of the community has the right to directly question the council, and the council has the right to directly question the team member of Rivermen.

The main work of the council: Discuss community issues, initiate community proposals, question team members, and review the reasonable spending of multi-signature wallets.

Council System

1、The Chairman, Vice-Chairman and Members of the 1st Session of the Council

2、Council work flow

6-0：The council will summarize the progress of this week before 17:00 every Friday, and it will be displayed in the weekly report. Collected by 3 chairmen in turn.

6-1：The council regularly holds meetings at 20:00 every 6 pm to discuss the progress of the week's work and community dynamics, and to confirm whether there are potential voting issues and whether a referendum needs to be launched. It is chaired by the 3 chairmen in turn.

6-2：The council will update the summary of the meeting on Saturday to Notion every Sunday before 18:00, arranged by 4 members。

6-3：The council holds an AMA on Discord every 2 weeks, and all work progress for 2 weeks will be open and transparent to the community. And face-to-face with the community, the community can ask any question, and the council will answer it. It is hosted by 3 chairmen in turn.

6-4：For the hot issues raised by the community, the council will discuss the rationality. Under reasonable circumstances, the council will initiate a referendum at least once a month. Voting is initiated by 7 members in turn.

6-5：For reasonable spending, the council uses a multi-signature wallet to perform 7-sign-4 operations. For unreasonable spending, please carefully consider whether to use the multi-signature wallet.

3、Member selection, rotation and rewards

There will be 7 members (4+3) in each session of the council, 4 of which will be elected from the applicants through snapshot, and the remaining 3 will be elected by the official with reference to the degree of community participation and contribution to the project, and they will also be elected through snapshot. out. The term of each council will be 90 days. Members of each term will be rewarded with 0.6 ETH after their current term ends.

4、How to initiate a proposal

The council is directly accountable to the community. Any valuable voices and opinions of the community can be directly appealed to the council (Discord, WeChat and other communities can be directly raised). Members, ambassadors, etc. collect community opinions from the community, and finally the council initiates a motion. Small motions will be directly communicated to the project side for implementation. Large motions will trigger the community to pass a snapshot referendum.

5、Proposal adoption mechanism and community voting mechanism

Mechanism for passing a proposal: After members put forward a proposal, they will first vote within the parliament. When more than half of the members (≥4 people) agree, the proposal will be passed, otherwise the proposal will not be passed. When it is found that the proposed proposal has caused more controversy, the council will initiate a review vote, and suspend or cancel the implementation of the proposal with the approval of 4/7 members.

Community voting mechanism: For large-scale proposals, all community members are required to conduct a referendum. Each community user casts a weighted vote based on the number of Rivermen they hold. Snapshots are generally used for general referendums. If the approval vote is involved, the approval rate is more than 50%. For major motions, according to the degree of importance, with at least 30%/40%/50% of community users voting, if the approval rate exceeds 66%, it will be passed.

6、Scope of application of multi-signature wallet

The multi-signature wallet is jointly controlled by 7 members. The Rivermen team has set up a 7-person multi-signature wallet to cover the reasonable expenditure of the passed proposals. Any expenditure in the multi-signature wallet needs to be approved by the councillors.
